經濟相對美國弱勢的中南美洲人，加上美國土地緊鄰中南美 洲，因而萌生偷渡的念頭。我們常聽 到許多成人非法偷渡美國，但孩童離開父母獨自一人跨越邊界，卻是很少見。然而，孩童偷渡美國在這幾年卻越來越普遍，是歐巴馬目前正面臨的難題。BO 推出一系列簡短輕薄的介紹文，讓大家認識美國當前如何處理與應對非法偷渡的孩童與家庭。

美國政府如何處理已經在美國小孩或是家庭？

  • 針對獨自一人非法偷渡的小孩，政策是

聯邦政府正在增加更多會說西語的員工，打算以長期抗戰的心態處理非法移民小孩的照護問題。在 7 月 8 日，歐巴馬要求國會同意通過 37 億的預算處理目前已在美國的家庭與小孩。

目前，歐巴馬要求國會修改管理移民小孩的法條，像是他們必須與邊境巡邏警察透過螢幕對談，確保他們了解他們未來會面對到的相關懲罰。

宏都拉斯的媒體報導表示，美國正在建造一個安置所讓這些小孩可以暫時居留，但美國政府尚未證實這件事情。另外，歐巴馬也從國會獲得一些預算，希望這些小孩遭遣返後可以融入家鄉的社會中。

國會發言人 John Boehner 表示，共和黨成員已經組成了一個工作組織來處理這個事情。

總統認為國安與人道危機正在美國南部的邊界發生，而成立這個組織主要有兩個目標：保護非法偷渡的小孩以及保護美國邊界。

  • 家長帶著小孩又該怎麼處理？

在 6 月 20 日聯邦政府宣布會以積極有效的方式處理非法偷渡的家庭。美國計畫在新墨西哥州設置有 700 個床位的拘留中心，拘留非法偷渡的家庭。一旦拘留中心設置好，美國將會請移民法官以及官員前往拘留中心，決定這些家庭是否可以釋放或是遣送回國。

然而，此舉引起人道組織的關切。因為美國急切想要把這件事處理完，在這個過程中，小孩將很難受到人道方式的對待，更不用說是家庭。
