\u500d\u591a\u3002<\/p>\n<p>\u96d6\u7136\u78b3\u6392\u91cf\u53d7 2019 \u51a0\u72c0\u75c5\u6bd2\u75be\u75c5\uff08COVID-19\uff09\u5f71\u97ff\u9a5f\u6e1b\uff0c\u7136\u800c\u5168\u7403\u4ecd\u7dad\u6301\u672c\u4e16\u7d00\u6c23\u6eab\u5c07\u5347\u9ad8\u5e7e\u5ea6\u7684\u8da8\u52e2\uff0c\u5168\u9762\u7684\u5929\u707d\u548c\u6d41\u96e2\u5931\u6240\u5a01\u8105\u8457\u8ca7\u7aae\u7684\u958b\u767c\u4e2d\u570b\u5bb6\u3002<\/p>\n<h2>\u5168\u7403\u6700\u5bcc\u6709\u7684 1%\uff0c\u78b3\u6392\u91cf\u662f 31 \u5104\u4eba\u7684 3 \u500d<\/h2>\n<p>\u6276\u8ca7\u6148\u5584\u7d44\u7e54\u6a02\u65bd\u6703\uff08Oxfam\uff09\u57f7\u5c0e\u7684<a href=\"https:\/\/www.oxfam.org\/en\/press-releases\/carbon-emissions-richest-1-percent-more-double-emissions-poorest-half-humanity\">\u5206\u6790\u986f\u793a<\/a>\uff0c1990 \u5e74\u5230 2015 \u5e74\u9593\u78b3\u6392\u91cf\u66b4\u589e60%\uff0c\u5bcc\u88d5\u570b\u5bb6\u5c31\u6d88\u8017\u6389\u5168\u7403\u8fd1 1\/3 \u7684\u78b3\u9810\u7b97\uff08carbon budget\uff09\u3002<\/p>\n<p>\u78b3\u9810\u7b97\u662f\u4ee5\u5347\u6eab\u4e0d\u8d85\u904e\u707d\u96e3\u6027\u6c23\u5019\u8b8a\u5316\u81e8\u754c\u9ede\u70ba\u57fa\u6e96\uff0c\u8a55\u4f30\u4eba\u985e\u9084\u6709\u591a\u5c11\u984d\u5ea6\u53ef\u4ee5\u6392\u653e\u6eab\u5ba4\u6c23\u9ad4\u3002<\/p>\n<p>\u65af\u5fb7\u54e5\u723e\u6469\u74b0\u5883\u7814\u7a76\u6240\uff08Stockholm Environment Institute\uff09\u66ff\u6a02\u65bd\u6703\u57f7\u884c\u7684\u7814\u7a76\u767c\u73fe\uff0c\u55ae\u662f\u9019\u300c1%\u300d\u7684 6300 \u842c\u4eba\u53e3\uff0c\u81ea 1990 \u5e74\u4f86\u5c31\u7528\u6389 9% \u7684\u78b3\u9810\u7b97\u3002<\/p>\n<p>\u9019\u4efd\u5206\u6790\u5831\u544a\u5f37\u8abf\u4e0d\u65b7\u64f4\u5927\u7684\u300c\u78b3\u6392\u653e\u4e0d\u5e73\u7b49\u300d\u554f\u984c\uff0c\u6307\u51fa<strong><span style=\"color: #800000\">\u9019 1% \u4eba\u53e3\u7684\u78b3\u6392\u91cf\u589e\u52a0\u901f\u7387\uff0c\u662f\u4eba\u985e\u53e6\u4e00\u534a\u6700\u8ca7\u7aae\u4eba\u53e3\u7684 3 \u500d\u3002<\/span><\/strong><\/p>\n<h2>\u8017\u6cb9\u4f11\u65c5\u8eca\u6210\u78b3\u6392\u91cf\u589e\u52a0\u7684\u7b2c\u4e8c\u5927\u4e3b\u56e0<\/h2>\n<p>\u6a02\u65bd\u6703\u653f\u7b56\u5ba3\u50b3\u548c\u7814\u7a76\u4e3b\u7ba1\u9ad8\u723e\uff08Tim
